Taking Super-Prime Construction to the Home Counties

Sam Panteli, Head of Business Development & Regional Director - ACT Country
Sam has recently taken up the role of Head of Business Development and Regional Director of ACT Country, where she will lead our expansion into the Home Counties.
Combining commercial and residential end-to-end development experience, Sam brings a rare blend of strategic insight, energy and industry knowledge. Her appointment marks a natural evolution for ACT, formalising our delivery of exceptional super-prime homes in the countryside.
Congratulations on your new role! How has your career led you to becoming Head of Business Development & Regional Director of ACT Country?
My construction career began in 1989, when I gained my Higher National Diploma in Building Studies, before continuing my education at Reading University with a Building Surveying qualification. This allowed me to start undertaking my own development projects, progressing from small refurbishments on to larger redevelopments and land assembly schemes. I’ve always had an eye for identifying opportunities others may overlook, where careful strategy can create lasting value.
I balanced this with Executive Assistant positions, supporting UHNWI individuals with property and company acquisitions and managing small estates on their behalf, and also managing charitable endeavours and business development. This has given me a deep understanding of how successful organisations grow, what it takes to nurture strong partnerships, and how strategic decisions translate into long-term performance.
I bring energy and a genuine sense of enjoyment to my work. Three decades later, I can still be found in a digger when time allows, and one of my most recent gifts from my son was a cement mixer; showing my lifelong enthusiasm for the industry!
My blend of hands-on development experience and commercial leadership places me in a strong position to lead ACT Country and translate our proven model into the Home Counties.
This is a genuinely exciting journey to be a part of, and I look forward to seeing the business go from strength-to-strength.
What is your vision for ACT Country?
Over the past 13 years, ACT has built a legacy of ambitious projects, unparalleled craftsmanship, industry-leading systems and solid relationships. ACT Country is a natural evolution of our business, extending this approach into the Home Counties.
Our vision is to become the trusted partner of choice for clients and homeowners seeking uncompromising quality, intelligent delivery and absolute discretion – whilst setting the benchmark for excellence in super-prime construction.
What excites you most about ACT’s expansion to the Home Counties?
Relationships. Both deepening relationships with existing partners, and developing new connections in the industry. Teamwork and collaboration underpins ACT’s success, and seeing this flourish in a new environment is what I’m most excited about.
Working closely with regional architects, consultants and specialist suppliers will allow us to broaden our trusted network and build new enduring partnerships. We bring the same exacting standards of quality, integrity and care that define ACT, while adapting to the distinct environment and character of projects outside of London.
How does London super-prime construction differ from the Home Counties?
London super-prime and Home Counties projects differ fundamentally in both form and opportunity.
London projects are typically vertical, tightly constrained by plot size, logistics, party walls and planning sensitivities. They demand forensic sequencing, technical precision, and exceptional stakeholder management – an environment in which our London team excels.
By contrast, Home Counties projects are more lateral, with larger footprints, estates and landscaped grounds. Naturally they offer more design freedom, complex estate-wide coordination and phased delivery, alongside the sequencing skills and technical precision we are used to delivering.
Where can we find ACT’s new Country division?
Our Country division is based in the heart of Guildford, at the top of the high-street. Ideally positioned for project partners. ACT’s office provides convenient access to supplier networks across Surrey, Hampshire and Sussex.
